Overview

21st Century Learning Informal Public Consultation booklet coverAt its budget meeting in February 2015, the Council agreed to take forward a number of reviews, including the development of settlement hubs, as part of the Making Clackmannanshire Better programme. This work will be informed by an ongoing review of the school estate.

Given the Council’s financial context, it is crucial that we get maximum benefit from all our available resources while making sure that we are doing everything we can to improve people’s quality of life and to make Clackmannanshire a better place.

Schools often sit at the heart of communities, however, there is the potential within the concept of 21st century learning to take a broader approach and consider designs that will enable the community to work hand‑in‑hand with public and voluntary organisations, making the most of our collective assets and resources.

A community hub model presents opportunities to enable communities to influence what local services are delivered and how they are delivered based on local need at any stage of life.

Why your views matter

The school estate review identified that Abercromby Primary School is the school in Clackmannanshire which is in the poorest condition, has the lowest suitability rating and has issues in terms of capacity.

The Council carried out an options appraisal for the refurbishment and redevelopment of Abercromby Primary School, including the integration of community facilities and nine options were considered.

Business cases were produced for each of these options. The business cases which have been developed suggest that 3 of these options have significant advantages over the others.

These options are for a new build of:

  1. Abercromby Primary School with associated community facilities.
  2. A shared campus for Abercromby Primary School and St Bernadette’s Primary School with associated community facilities.
  3. A shared campus of Abercromby Primary School and a combined St Bernadette’s and St Mungo’s Primary School with associated community facilities.
     

The Council agreed in March 2015 to hold a public consultation in relation to these 3 options.

A key objective of the schools estate strategy is that new schools should demonstrate commitment to the highest design and environmental standards and help support 21st century learning.

An important element in the school estate strategy is denominational provision across Clackmannanshire and the potential creation of a community hub in Tullibody provides us with the opportunity to widen access to 21st century learning facilities for the denominational community across Clackmannanshire.

What happens next

The feedback received during the consultation will be analysed and fed back to councillors in the autumn. One option will then be the subject of a formal consultation process.
